Can i use tokens to special summon in Yugioh?

some tokens says it cannot be use to TRIBUTE summon, but can i use them to special summon? and by the way, when u use dust tornado or mystical space typhoon, does it negate the effect of the card? and Obelisk the tormentor i know it says nothing can activate when it is on the field that targets monsters and stuff, but what about the stuff that is already activated?
